Assuming you double-checked that you are providing them with a valid
email address, there may be problems on MM's end. The issue has been
reported here in the past, and the serial numbers have been posted in this
forum several times. A search of the macromedia.flash group archive at
google should bring what you need:

I?ve been having problems bringing artwork into Flash from Illustrator. To fix this problem I downloaded the Macromedia Flash Writer plug-in so I can export .swf files directly from Illustrator. However, I?m having a problem trying to install it?

When I click on the .exe file I am asked to enter a serial number that I should have received in my e-mail. However, even after re-downloading the .exe file numerous times I still have not received an e-mail or a serial number?

Has anyone else had this problem or know how to get around it?

I contacted Macromedia tech support about this as well and they got back to me yesterday. They sent me the serial number and are going to look into fixing the problem. Apparantly up until last year you needed to fill out a form before you could download the .exe file. Now that it's a direct download you don't recieve an e-mail. I guess they'll have to change that.
