In other words, if the movie is 12 fps (to conserve on file size) and the aniation be 18fps, and the animation loads the movie as a separate .swf file??

The loaded movie always take FPS setting of the main movie.
It is a global property and can't be change dynamically and one apply to all files loaded
in level or target.
Using _currentframe+ you could simulate different FPS by skipping frame while playing.
But that will only effect the timeline based animation like motion tween or shape tween or
frame by frame animation.
If you don't need to play sound in video , you could use it , but with sound by skipping frames
you simply destroy the sync and there won't be audio playing at all.
