Can you load an html message board into flash using a button sand be able to dictate exactly where it positions itself in the movie.

If so, How?

no you could not . flash does not load html ,it loads variable string formatted with very basic
html 1.0 tags like <font color <b <i <href etc.... It does not load actual HTML document.
