i have a :15 mp3 imported into flash and the file plays inconsistenlty. one
minute appearing to take up fewer frames and other more. what gives? i need
to sync some tweens to effects in the file and it never lines up the same way
twice.... help!

You must be using EVENT sound . Event sound run independently to timeline.
It's not for sync purpose. For Sync you will need to use STREAM.
