flash (macromedia) : Where's the Effect Panel?

The "Effects" panel or tab for an instance of a symbol on the stage is already
integrated in the "Properties" panel in Flash MX. Try selecting an instance of
a symbol on the stage and then go to your Properties panel. You should see a
"Color" drop-down on the far right side and one of the options is "alpha".

and you in . The effect is on the right hand side of that panel.

I've read all the posts concerning this matter. My problem is a little
different:

I can find the Effect panel, I just can't use it. It's always greyed out. I'm
trying to apply a gradual tint to a symbol using a Motion Tween. I've followed
every step-by-step instruction I could find, but whenever I get to the part
about "selecting Tint from the Effect panel", I have to stop because my Effect
panel isn't lit up. Am I missing something or could I just have a defective
product?

that sounds really weird. only thing i can think of is you will only be able to
effect tint on a keyframe, so make sure you have the object selected on a
keyframe. however in MX(the version im still on) it wont even let you select
something midtween, and ive *never* seen the effect panel greyed out for any
reason. try this simple test

1) new file, fresh start
2) draw a circle.
3) press Ctrl+A(select circle and stroke)
4) press F8 convert to symbol: movieclip
5) on timeline select frame 25 or something a number of frames away
6) press F6 add keyframe
7) press V(solid selection tool)
8) select your circle symbol
9) check for Color effect panel

10) if its there, add the whole tint thing, select a frame IN-BETWEEN frame 1
and frame 25(or the frame you chose) and from the drop down select MOTION,
scrub to see the animation

thats about as detailed and simple as it gets. if your effect panel is greyed
out, im at a loss as to what the issue is. maybe some hidden option designed to
annoy you, or a video card problem, who knows.
