Lets say that I create a set of layers to have a graphic like a smiley
face that is winking.

Lets say that I want the smiley face to be winking, YET moving across
the screen as in a standard motion tween (or shape tween for that
matter).

I tried importing the swf to the library, but that did not work.

Any suggestions are welcome!

The set of layers that you made with a graphic smiling and winking needs to be
converted to a movie clip. It sounds like maybe you have it on the main
timeline now. If so, you should copy all those frames on the main timeline
that's making your smiley thing and paste that into a new movie clip. Once you
have the new movieclip. Go back and erase what you had on the main time line.
Then place that new movie clip you just made onto frame one. Now you can tween
that movie clip on the main timeline. While that movie clip is tweening on the
main timeline, the new movie clip you made will still be animated like it was
originally.
