Frame Rate doesn't work properly

flash (macromedia): At first I noticed that animation plays slow
but after changing frame rate from 12fps to 120 fps, with the same result I
saw that the frame rate at the bottom of the timeline indicate a different rate
than it should: as low as 2.4fps for some frames (still at 120fps).
It was 120fps but changed for each frame.
This happend while taking the lessons by "HOW DO I..." and the problem remains
at any frame rate and after exporting animations in verios ways.

The frame rate is what you would like the movie to play at. The actual
frame rate depends upon the machine, graphics cards, what is going on
in your movie.
