Button library won't open -- flash (macromedia)

flash (macromedia) : Button library won't open

When I choose Window/Other Panels/Common Libraries/Buttons, nothing happens.
All the other common libraries open up as new panels. It used to work for me
but now all of a sudden it doesn't open any more. Any ideas what's going on? I
have verified that the "buttons.fla" file does exist and have opened it up
separately as a .fla document but I want it to open as a panel like it did
before...

Than copy it to panel set which opens. This fla isn't a MUST in that directory,
I personally trash all the macromedia files and replace with my own content.
