We're beginning work on an animation using Flash to be released over the
internet and possibly on video/dvd, what dimensions should we develop the movie
in that would fit both purposes? We were unable to find any information on this
subject.

There is no BEST web size, the size is in your discretion and personal
preference or the project needs. You can do at will.
In regard to DVD, just search for DVD ratio and design movies in that size
so they can scale properly .
