flash (macromedia) : Slow frame rate on browser

Hi I have two question :
1. My flash (using 35 fps) drop its frame rate (35 -> +-31/32) when I played
it in browser, even if I scalled it down. If this bcoz of the browser ??
Because in Flash player if I resize my flash into smaller size the frame rate
can increase.
2. Now this is the weird thing.. if I test my page (html showing my flash) on
localhost (phptriad/apache) the flash wont play correctly (it skips frames n
such) but if I upload it to my webserver and call the same html file and load
the same swf, it works !!!

Now this is really bothering me, coz I like to test my site first on
localhost.

note : I'm not using any php in my html nor inside the flash.
Is this a bug ??
