flash (macromedia) : Pixelation Problems with Bitmaps - BUG???

"When a Flash movie containing a bitmap that exists on two or more
consecutive frames is exported, the image is aliased by the Flash Player. If
a Flash movie is exported that has a bitmap image that resides on one frame
only, the Player displays the bitmap anti-aliased, by default."

The solution they show there is to set the quality setting to high.

make sure the quality is set to high in publish settings.
A part from that, I don't see what the problem could be.

Actually there are cases where bitmaps may require a quality setting of
"best". Quality can also be specified using actionscript:
_quality="BEST";
in it....

My flash file has 4 jpegs, each with five buttons on top of them. Each button
commands a movie clip to go to an specific frame ( on (release)
Posters_MC.gotoAndPlay(2)} ) and on each frame there is a nested movie clip
with a graphic symbol that fades in (alpha effect) when the MC goes to that
specific frame commanded by the button.

For some reason when I add anotther frame to the main timeline in which the
four jpegs are(independent from the layer in which the jpegs are) and I preview
or publish the movie , the four jpegs pixelize to the point straight lines in
them look jagged.

I have tried to switch the compression on each from photo (jpeg) to lossless,
allow/not allow smoothing . I also have converted the jpegs to graphic symbols,
and I have even reformated the jpegs to bitmaps in Photoshop and NO LUCK
WHATSOEVER....

Is this a reported bug in Flash MX or is there anything I am doing wrong?
PLEASE HELP ME!!! I have been pulling my hair for hours I CANNOT GET IT WORK!!!!
