I'm developing a Flash program to be distributed via CD-rom so that I won't
have to worry about the user having the correct version of Flash, etc.

A few of the scenes need to be done in HTML, (displaying Quicktime movies,
long text docs, etc.).

I know I can use a getURL actionscript to start up the user's browser and load
the html page, BUT, does that take me out of the safety of the projector?
Meaning, do I now have to worry about issues like the user having the needed
plugin, etc, (the reason I opted to use a projector in the first place?)
(Note: I have a small flash button embedded on the html page).

Or does starting the first scene via a projector act as a panacea, providing
the necessary plugins etc. and letting you proceed as a typical flash program,
switching back and forth between getURL and loadmovienum commands?

The projector and browser are two separate players. If the users does not have browser
player the projector does not have any effect on the browser what so ever.
You can however provide player install from CD , make an info for user like "to view
this content you need player , if you have - proceed here , else download it from here"...
The installer can be found on macromedia web site.
What you could do is to apply for license from Macromedia for free
browser 'Shockwave and Flash Players Distribution'.
Just fill up form , read the Distribution Agreement and once you
done you will get conformation mail with links to download these players
and you can install them on the computers you need.
