The flash format SWF is capable of importing and containing video. I
believe it supports AVI files and Flash MX can do this for you. Just
check out the help and do a search for video and it should have detailed
instructions on how to do it.

It is possible, and you would need extra software and hardware. To get the
video off of vhs you will obviously need a video capture card of some sort -
check the 'home movie making' section here for some examples:

You will also need to edit your video, although most capture cards come with
at least basic editing software.

Be aware tho that VHS is really the lowest common denominator as far as
video *quality* goes (most broadcast quality video is in BetaMax format),
and once you have digitised, resized and recompressed your vhs video it will
look pretty crappy.
