you could put it on a different frame in the timeline and use goto and play i
guess ...... do you want the gif viewable before the buttons pressed ? just not
animating ? if so, open the gif in photoshop or similar and export it as a jpg
then have that on a lyer by itself - when your button goes to the frame where
your animated gif is just remove the static one from the frame at that point in
the timeline ......

The animated gif has become a movie clip that's for instance called anim.gif
The simplest way is to drag an instance of this movie clip onto the stage (if
you haven't imported it to the stage), and give it an instance name in the
property box, let's say anim_mc. Double-click it to edit it in place and put
an actionscript stop(); into the first frame, so that it doesn't play
automatically. Test your movie. The Gif should be visible but not moving.
Then you drag a button onto stage, keep it selected, open the behaviour panel
and click the "+". Add a Movieclip - gotoAndPlay behaviour, selecting your
anim_mc from the object tree that appears. That's it.
