flash (macromedia): You could either use the input type = "file" tag in HTML for them to upload
files and in Flash 8 you can Actionscript that same functionality with the
FileReference AS class.

You need a serverside program to handle the file data uploading and you need
a way to keep the file names so Flash picks them -- prevent user from naming
them incorrectly either by training or by code.

Finally, you may need to restrict access to file uploading part of the app
if published to the world.
