I am using Flash MX v 7.0. Can anyone tell me if there is a way to permanently
combine or merge layers? Not locking or grouping them, but a permanent means to
combine two or more layers into one.

nope, here is no way.
Unless it is a frame by frame animation than you can export the movie as swf
and import it back to flash. Upon export layers get compress into one.
It won't do for action script , buttons and sound , labels, actions etc...
those do not get imported into SWF , only frame by frame or tween animation.
