Could some one please tell me how to get a movie clip to loop independant of
the main timeline, also how to i change the frame speed with the movie clip
that I would like to be independant of the main time line?? Thank you in
advance.

ok...thanks bud!! I didnt realize people asked this alot and it seemed like an
idiot question but i had to ask. Also I did realize the movie ran independant
but miss-understood the part were it ran the same fps as main movie. You have
cleared this up for me so thank you!!

Also if you are new (which I'm just guessing here!) here is a piece of advice I
wish somebody had given to me when I started out. Get some frame rate that will
most likely work for most projects on most platforms and then stick with it for
all your projects unless you have a real good reason to do something different.
For me I generally do all my projects at 21. (It used to be a 'magic' number
for making things work well on the Mac. It still may be, but it just is a good
speed for the kinds of things I've been doing.) By having the same framerate
in most of your files it will allow you to reuse things you have done before.
For example if you have some little text animation that you made as a movieclip
in Flash project A and then you realize you need exactly the same movieclip in
Flash project B you could just drag it from the library in project A onto the
stage of project B. If the two have different frame rates you will spend
probably as much time trying to adjust it to make it look right as just
recreating it from scratch! Also at some point you may advance in your skills
and want to start loading swfs into other swfs. In those cases the framerate of
the loading swf will control the one that is loaded in. So different rates will
not be your friend here.

[quoted text, click to view]

They do loop independent to timeline.
Regardless FPS , can't be apply to individual part of the movie.
It's a global property.
If the movie clip however, is frame by frame animated or motion tween or shape tween,
you could fade speed by simply play the movie every alternate frame or every few frames
making it look like speeding up.
It will have totally no effect on any action script animation.

we talk about it allot , it's always good to search archives prior to posting.
Try to google archive, it's much better than the search on macromedia web based forum :
http://groups.google.com/advanced_group_search?q=group:macromedia.flash.*&hl=en&lr=&ie=UTF-8
search for "change fps" and you will come up with :
http://groups-beta.google.com/groups?as_q=change%20fps&safe=images&as_ugroup=macromedia.flash.*&lr=&hl=en
here is one I personally reply to , with code sample :
