The sound layer position relative to animation layers is irrelevant. The
actions layer typically you want on top as it will often be trying to target
objects that come into existence on the same frame, and then only thing that
allows them to be tageted at all is if they load first (bottom to top -- the
default when compiling SWFs.

You cannot. Layers cannot be targeted with scripting. For that kind of
thing, you need to use movieclips.

How and where do I place a newly created layer with animation, for example a
tween after I have already created and tested my movie? Above the background,
but below the sound and actions layers? When I create animation on a layers,
how can I program the layers to play in order above the background layer?

I need to shift my entire project to the right. How do i do this. When I select all and move it it only moves that keyframe. Help--I'm a nubie.

Why are you posting your question on an old thread? Would be better to start a
new one of your own, especially because your question doesn't really have
anything to do with the old thread.

Anyway, check out the "Edit Multiple Frames" button. It's below the timeline,
next to the Onion Skinning button. Press the button, drag the frame selectors
that appear above the timeline to encompass all of your frames, make sure all
layers are unlocked, then choose "Select All". Then drag to new position.
