Flash can do this.

If you have never used Flash or if you are a beginner I would recommend out
sourcing it to someone who has.

I've searched the archived messages and several websites offering
tutorials/info on these topics, but I'm not advanced enough to piece together a
workable solution. I'm hoping if I pose my resources, project, and questions,
someone will be able to point me in the right direction. RESOURCES: PC running
Windows Xp Flash MX 2004 Pro and Director MX no DVD drive no video editor
(unless Flash or Director has some I don't know about) PROJECT DESCRIPTION:
I'm doing a presentation in Flash on meningitis. There will be a menu on the
left that will trigger slide shows of information on the right. Within the
slide shows, there will be options to see video clips of people talking about
meningitis. The presentation will be primarily viewed on the web, although I
would like to put it on CD as well. GOAL: The videos exist on VHS and DVD. I
only want to use short segments of them. I need to 1) turn the VHS into some
digital format, 2) cut the segments I want out of those DVD and digital
formats, and 3) get them into my Flash presentation. QUESTIONS: Basically,
i'm unable to determine the process by which the above should occur, and
therefore unable to determine what resources I'm missing to do the job. Since i
don't have a DVD drive on my computer currently, I had called someone to find
out about having them convert the DVD and VHS into one of the supported formats
(MOV, AVI, MPG, DV). I was told that different formats serve different
purposes. I wasn't aware of that and had no idea which format to pick. If it's
a matter of compression, I would prefer to start w/ the highest quality
possible and edit it to a smaller size. Can I do that with Flash or Director?
Should I be using Director for a project like this? Any advice/support is
greatly appreciated.

Speaking as a moderately experienced Flash MX 2004 user who has done work like
this, I'll say you can do it, but it'll be a headache and a learning experience.

One of the challenges here is that there are a lot of different ways to do
this and each approach may have its own "best" approach.

In any case, you're going to have to digitize the video, whether you do it
yourself or have some do it for you. It shouldn't be too hard or too expensive
for someone to whip out some AVI files for you, but you're probably going to
have to do some editing yourself to select the clips you want -- or you'll have
to sit down with someone who'll do the editing for you, which can cost you some
money. Or you can buy editing software, anything from something cheap such as
Pinnacle Studio to something prosumer such as Adobe Premiere Pro.

(And when you're selecting your clips, you probably want to have some web
optimization in mind -- the less "action" per frame, the smoother the video
will look and the better it will compress, in general, so talking heads work
best against a bland background, unfortunately.)

Then you'll have to output to some sort of standards to match your Flash
project -- everything from window dimensions to frames per second to keyframes
to... all sorts of stuff that should be covered in the tutorials you've looked
at and which you may just have to work through by trial and error. There's some
compression you can do in Flash if you import the video directly into MX 2004;
there are other things you can do if you use Sorenson Squeeze; there are other
things you can do while exporting from your editing software. Or you may be
streaming the video in from a remote server, which is kinda different.

I'm not that familiar with Director. Maybe it's the way to go for you.
