It isn't cheap but there is always ESRI. They
have several types of servers that will meet your
needs and you data would just be a layer on a map
you create. The refresh is then up to you. The
company I work for uses their software for
environmental consulting to show live feed for a
local bay in rhode island and there have been no
problems.
