I don?t know if this answers your question but try, File>Publish Settings,
click on the HTML Tab and under ?Window Mode? select ?Transparent Windowless?.
This will make the SWF have an illusion of floating over the HTML page.

also - try searching forums first - this question has been asked/answered almost weekly. Search for
"WMODE".

Even though you have found the answer here, you will want to search on WMODE
like Chris has suggested.

WMODE is very buggy and doesn't work in all browsers and all platforms. So
there may be times to use it, but you should be aware of the drawbacks.
