ummm, why didnt it work? your steps were perfect. Create a new layer, move it to the bottom in the
timeline - import your graphic.

u have to crate a layer anf put the image in there, that's right. But u most
probably didn't do was placing that layer at the bottom of the list (the way u
arrange your layers is the way they'll be seen).
Let me know if that solves it.
P.S. after that u may lock that layer so that it won't change at all (and
that'll make easier for work)..
