flash (macromedia) : Can I merge layers?

Select the content of all layers,
(if there is no tween in it!!)
copy it, and paste it in 1 layer ...

no, you can't unless UNDO as soon as you did it (before saving file)
Otherwise you will need to copy paste manually content from each layer.

I guess you could "Select All", "Copy", create a new layer and "Paste in
Place". Might not do exactly what you'd expect, cause all your shapes would
join.

For that kind of thing does not need tool
You preview the movie and import it back to flash.
That's all it does basically, as flash automatically merged into frame animation
upon export.
This tools does not apply well if you have action scripted content but frame by frame, tween motion
or shape only.
