flash (macromedia):
A client has a large number of Flash training courses that they now want
converted to paper/pdf so that the learners can aslo read while on the train.
The courses have numerous pop-ups, rollovers, drag n drops etc. Is it possible
to convert these courses to pdf? If so, what is the best method for that
conversion assuming that there will be an intense quality control effort
involved to catch all of the errors. Thanks for your assistance

To be clear, you want them converted so that a usable hardcopy (printed)
version can be used without having a computer, right?

You will probably have a tough time finding a tool that will do what you want.
Going from any interactive format (Flash or otherwise) to a hardcopy takes
effort. They are fundamentally different things and require human intelligence
to make decision about how to make the printed material complete and useful for
learning.

You can find tools that convert Flash to PDF, but having that PDF convey all
of the information in an intelligent, course-like way is something else.
