I am creating an online portfolio for a published artrist using a scrolling
menu in FLASH 8 Professional. Is it possible to "lock out" the end user from
using "ALT + Print Screen" to capture the images onto the users clipboard.

[quoted text, click to view]

Well, there are ways to block it but there are as well ways to avoid it.
Simple way would be by using the the setClipboard method.
You could put it in a loop to send to clipboard some string rather than something else.
I believe one item per clipboard can be at the time so if you keep it in a loop, even
if there is a screen shot done, it will get replaced

For example
System.setClipboard("Sorry, no photo for you");

put it in enterframe of interval...
