flash (macromedia) : Flash doesn't load until page is refreshed

Clicking on a link to this page twice or hitting enter in the URL bar
does not help. It HAS to be refreshed. Unless you refresh, it's just
white.

Notes:
-All other flash files work, under the exact same conditions
-The flash file is being retrieved from a php file (file.php?id=34).
Is there an important header i'm forgetting to send? Currently I only
send Content-type, but looking at the headers recieved I see it's also
sending length automatically.

I did some searching and read that the problem might be that it needs a
preloader. I made a preloader than loads it as an external swf (the swf
file was made by someone else--I cannot add a preloader to it). My
preloader suffers from the same problem--the progressbar goes to 100%,
and stays there. Once I refresh it goes to 100%, and my swf file loads.

Also, this flash file loads normally off of several other sites i've
seen it on. So
1) How come only i'm having this problem
2) Is it possible and ethical to edit the swf to add my own preloader
to it? (from what I read this would fix it)
