I don't know then. Flash uses the WAV volume. If wav files are loud enough and Flash sounds plays more softly then it makes no
sense unless you are using volume settings in Actionscript. Did you try playing wav files?

i have very low sound to all flash videos and even in my pc games. it must be a
problem with flash because i have perfect sound for anything else. how do i fix
this? it wasnt doing this before. please help.

You misunderstand. If you are the author of a flash file you can control the volume with Actionscript. It looks like this..
s = new Sound();
s.setVolume(50); // half volume

If you are getting low volume on everyone else's Flash files, that's not under your control except for your WAV volume setting.
