Try adobe.com/support/flash and search for Installation troubleshooting
tech notes. Also, in the download section, if you dig around you will be
able to find standalone installers for off line distribution. You might
want to use one of these, tho if browser did not install it for you,
probably standalone won't do either. I suggest get the troubleshooting
tech notes first.

Same damn problem I was probably having...When using IE and deleting temporary
internet files it disables/corrupts/removes proper function of the adobe flash
player....You can reinstall all night long and it will claim a "successful"
installation but, it is not....YOU MUST FIRST UNINSTALL ADOBE FLASH PLAYER
USING THE ONLY TOOL THAT WILL DO THIS WHICH IS THE FLASH PLAYER UNINSTALLER
FROM THE ADOBE WEBSITE....BE SURE AND SAVE IT TO YOUR DESKTOP BECAUSE YOU WILL
BE USING IT FOREVER.....Once you have used the uninstaller program you can then
successfully and truthfully download the latest adobe flash
player..............

http://www.adobe.com/support/flashplayer/downloads.html

Further description of the problem: When you clean out your temporary files
and/or temporary objects some critical part of the Flash9 goes with it and your
flash will NOT operate...you can try and reinstall it all night long...your
dead...nothing....you must FIRST GO TO THE ADOBE UNINSTALLER (hyperlink shown
above) and run that program to uninstall COMPLETELY the flash9....Having done
that, you can now install the flash and this time it will take......

Another answer in addition to the one described above is to upgrade your IE to
IE7. This seems to eliminate the problem concerning the functionality of the
Flash9 and PC maintenance?.keep your fingers crossed.

Let me know the results???..

I'm having the same installation problem. No errors indicated, but the install
process goes nowhere. No yellow bar: no completion indicators. Al I get is a
quotation mark (") in the area where I would expect to see the installation
completion movie & text. I have installed and run the Flash uninstaller
acquired from the Adobe site; run Crap Cleaner; turned on the SSL & TSL flags;
done Windows update: reset security options to medium and/or lower - all to no
avail. Runniung XP-home; IE-7. Any ideas on how to get this thing
kick-started would be gratly appreciated.

I started a thread on my first visit to this forum and am having exactly the
same problem. I run Windows XP Home and upgraded to IE-7. As mentioned above,
If have to shutdown and restart my computer for any reason, Flash will NOT
operate. I have also used the uninstaller (kept on my desktop) constantly,
followed by a reinstallation of the Flash Player. It seems to be a common
problem, I subscribed to a number of forums hoping to find a solution. Nothing
yet. Hopefully, this can be remedied soon.

I'm having a similar problem. I'm using XP Home Media Edition 2005. I think
XP Home has 2 user account levels. Admin. accounts, Flash works fine. For
the Limited accounts, it does not work at all. I've gone through all the Adobe
support pages and tried everything, SubIncl, Uninstall_Flash.exe etc. If I
change one of the Limited accounts to Admin level it works fine. Of course
when I change the Adimin back to Limited, Flash will not run on that account.

Any ideas?

After 2 days, looking at Adibe tech support for an answer, Could not find the solution till I found your answer to the problem. Wend to the link at Adobe for a compleate uninstall of FLASH ver 9, did a compleate uninstall , then reinstalled and that solved the problem. PS swiching to EI 7, did not make any differance. Thanks Ray
