flash (macromedia): Hi!

I have a flash toolbar which loads when you first hit the site, but if you go
to any other page, it doesn't appear until you hover over it. Once you move
your mouse over it, it pops right up.
This only happens in IE, not firefox.
Does anyone have any idea why this could be happening?

I dont know if this means anything or not - but I just opened a new page, no
toolbar, did a tools > internet options > delete files - once I hit ok after
the cache has been deleted it pops up. I just did this several times in a row
on 2 different pc's and it did the same thing!
