I have a flash movie fla that was created by someone else.

I notice that in his action scripts and the library his audio files are Movie
Clips, not mp3.

How do I import or otherwise an wav and make it a movie clip in the library

Import your mp3 file into Flash's library. Go to Insert New Symbol. Create an
empty movie clip. The timeline will change from your main timeline to that of
your empty movie clip's timeline. Click on the first frame in the layer. In the
Property Inspector where it says Sound click on the drop down menu to display
what sounds are available in your library. Pick the sound you want to attach to
your movie clip's timeline.

On the movie clip timeline you now have to insert enough frames to play the
entire sound (or as much of it as you want to have played). Assuming that the
previous step was done correctly, you will now see in that layer (as you
expand/insert frames) a waveform for the sound. When there is no more waveform
present you will know that the entire sound will play.

Still in your movie clip timeline insert a second layer and name it actions.
Insert a keyframe in the last frame of the actions layer (or actually anywhere
it is that you want the sound to stop). With that keyframe selected, in your
Actions panel insert a stop(); command. Otherwise the sound would just play
continuously - which may be what you want. In which case, forget this step.

Go back to your main timeline and drag an instance of the movie clip you just
created on to the stage. The movie clip will be there in the form of a small
circle. It does not matter whether it is on the stage area proper or not. In
fact, when you first drag it onto the stage it actually shows up in the upper
left hand corner off the stage. Does not matter, when you test your movie the
sound will still play and is attached to a movie clip.
