9-slice scaling is ignored when the movie clip is rotated (as designed)

Is the scale-9 grid supposed to work when the movie clip has been rotated?
I enable scale 9 and it works when I scale the clip but as soon as it is
rotated to anything except 0 degrees
then it doesn't work anymore.
Maybe I'm wrong but I'm sure that its supposed to work.
