I'll try to answer this question, but I'm not at all sure what you're
asking. Any game created without the use of ActionScript at all ... well, I
won't say it's an impossible endeavor, but almost all games are going to
require *some* programming, and most will require any where from "quite a
bit" to "a whole boat load" of programming.

Without ActionScript, the only interactive aspect I can think of -- at
all -- is to somehow use button symbol Over and Down frames as ...
something. Maybe a game called "Peekaboo," where you hover over a button
and it peeks a boo at you. ;)
I would go so far as to say, for all practical purposes, you can't make
games without ActionScript.
