flash (macromedia) : My FPS Keeps Changing

From the start, I set my movie to be 12 fps.
As I created layer by layer, moving things around, expanding and deleting
layers all over the place, my movie somehow changed fps on me.

I noticed on .fla playback, the fps indicator on the bottom left of the
timeline indicates a change from 12fps to about 6.2 fps as soon as layer 12
appears.

I selected the layer > I double clicked on the fps guide > and it was set to
12 but I overwrote it with 12 anyway and then played it back. Nothing, it
still changes on playback when the 12th layer appears.

I Edit > Select all > double clicked on fps indicator and overwrote the 12
with 12 and still no change on playback.

I deleted the 12th layer and redid it. It turns out it is not the 12th layer,
it is about that area of the movie that it slows down. It is not a layer
problem.

Flash is dynamic - it renders on the fly in the flash player - your movie sounds like it is
processor intensive in some areas - this will hurt playback performance - optimize - the frame rate
is more like a limiter - flash will always try to play back at the frame rate you set it at but may
not be able to if you throw too much stuff at it.
