Hi - I've seen several cartoons made with Flash and lots of them have what I
call a "jiggle" effect - where stationary objects such as a house appear to be
shifting and moving. I've been trying to find an online source that shows me
how to do this, but I can't find one - probably because this effect has some
other name besides "jiggle" and I'm not searching on the right word.

Does anyone know how to do this in Flash or can point me to a tutorial that
shows how to do it?

well this is pretty straight forward. you could keyframe a sequence moving back
and forth slightly within a MC and let it play, or you could use script to
constantly adjust the x and/or y coordinates to produce a random/non-repeating
effect.

easy enough to just create a new keyframe, move the object to the left with
the arrow key, make a new keyframe, move it back the same amount, make a
keyframe, move it to the right with the arrow key, move it back. now let it
play.

if the action is too fast, space out a few frames between each key frame. Try
this with a simple object first, like a box, just to get a feel for it,
experiement and have fun :)
