This is just a guess, but....

Create a symbol to use as your button and return to the scene
Create another symbol, but this time make it a movie
Take an instance of your button and put it in the editor
Create several keyframes and change the position of the button instance in
each one
Select the layer and create a motion tween
Return to the scene and create a button symbol
Put an instance of the button (the graphic, not the movie) in the first frame
Put your movie instance in the second
Copy the first frame to the third and fourth
Done!
