flash actionscript : LoadVars( ) when does it refresh?

i'm having trouble with a LoadVars event.
when i test the movie i can get it to run and refresh the data each time, but
when i publish it, the data stays the same.

where should i place the LoadVars code in order for it to refresh each time
the movie loops?
