Does anyone know where I could find a tutorial or downloadable sample, of the navigation system used on this site,

Actually, it just looks like some basic motion tweens and masks. Probably used
a guide layer during development to match the 'cartoon road' to the 'real
road'... Just takes time and patience, two rare commodities.
