When I edit some code in Actions Panel (Flash MX 2004), then test the movie and
then close Flash Player, I am back in Flash, but the keyboard focus is set to
the scene, not the Actions Panel.
It is very annoying to set the focus to Actions Panel with mouse or by
double-pressing F9 key, especially when I test my code very often.
Is this a bug or a feature?

I'm afraid it's a stupid feature that should be called a bug. Very annoying
indeed.
