control tempo of sound?

flash actionscript: I would like to develop a flash app that can play an mp3 or wav file and
allow the user to, via a slider or buttons, control the tempo of the
song without changing pitch. Is this possible using actionscript? There
are commercial apps that do this (not with Flash, to my knowledge) but
they are overblown with features for my needs.

No I can't think of any way to do that in Flash right now -- it might be
theoretically possible in Flash Player 8.5 that is currently in alpha
but even have some doubts about it there.
