I am looking into the possibility of creating an application for school
students studying languages, that could play pre-recorded pronunciation clips,
as well as record & playback a student's attempt at pronunciation.

It may ideally be a browser-based tool (or, if not, then at least of a small
enough file size to download from internet), but will also need to store and
access local files of the student's recordings.

Can anyone tell me if this concept will be possible to develop using Flash? If
you know of any related articles, tutorials or existing applications of a
similar nature that you can point me to, it will be greatly appreciated.

You can perform this using Flash Communication Server, although the recordings
would be stored on the server, not on the local persons machine. If you need to
access the local machine, take a look at Authorware.
