All streams are buffered somewhat, even 'live' streams. The user's computer
needs to have at least SOME of the file downloaded to be able to smoothly play
the file. This small amount of file that must download first is the amount
that is buffered. This helps prevent playback problems if their is a brief
slowdown in data transmission. Even so called live streams are delayed by
about 10-30 seconds due to the nature of encoding data and sending out over the
Internet.
