If someone decide to build its own flashcom in order to stream video to
clients connected to a session, should be needed any authorizations?

ports 1111 and 1935 need to be open

i don;t know what else they might be referring to as authorization. If you do
or can get them to clarify please do and I'll try to better assist you/them.

As followed:
they don't want to use flashcom to stream video. They are interested in
building a new own server to do the same as flashcom.

I don't really know, if they are able to build a socket server, but they are
asking for that.
