macromedia flash handhelds: Is there anything people recommend for doing a screen capture of a session
with a Flash Program (PocketPC) (320x240) that will result in a 4x3 (NTSC)
format output, and can easily be post processed by Microsoft movie Maker of
PhotoShop elements?

Right now we have been using SOTI but the aspect ratio is wrong for the post
processors (which want NTSC or PAL aspect ratios).

Actually, it seems a waste to create an AVI or QuickTime movie when the
source is flash.
So I would also be curious if there is something that captures an
interactive (projector not web-based)
session to an SWF output. (Camtasia says it puts out SWF, but I expect this
is just video inside
of the SWF).

Camtasia captures using it's own CODEC, which it can then convert to a
number of formats. Captivate (used to be RoboDemo) does similar. I believe
they each actually rely on screen shots that are converted to bitmap then
compressed in the generated Flash movies. Captivate goes one better by
allowing you to export as a Flash fla that you can edit to suit yourself.
Sounds like it is going to be the best option for your needs.
