You have to do it through Drawing API.

in flash we can make tables, tht will take time... and won't be perfect..
better if u know COREL , make a table of desired col and row... export to swf
and import the swf in flash.
or
export to WMF and imort in flash.
u can try ILLUSTRATOR too..
