on the first frame put this:

checkFlashVer(7.0);









im full of it.
to actually do it open up the publish settings, click the HTML tab, and under
template check "Detect Flash Version"
this will create a few .html files, one that checks, one that has your flash
file in it, and the one a user without flash sees
