Ok lets start with the scroll bar component.

Choose Windows -> components in flash mx workspace to bring up your components
window. Then drag a copy of the scroll bar to the stage (page/layer). Then go
to your library (Ctrl + L);

double click the folder icon next to the text Flash UI Components.
then do the same again for Component Skins
then again for FScrollBar Skins

You should now see a list of movie clips like fsb_downArrow,
fsb_downArrow_disabled and so on.
Double click the one you want to change and it should appear on the stage.
select the part of the component you want to change the colour of and go to
the properties menu. Then choose tint from the dropdown menu and choose your
colour and tint level. If you choose 100 % blue then the component will change
colour to blue, 50% half grey half blue, and so on. You can also set
transparency with the alpha settings.

hope this helps you
