Depends on how you are using the sound files.. attached, placed on
timeline, loading externally. If the sounds are in the library then
you don't need them in the same directory anymore to use them. If you
are loading them with loadSound then you do and they don't need to be
in the library then. Need more information.

I'm designing a brief Flash animation as an 'under construction' banner for a
future website. When I remove the completed SWF file from the folder with
the sound files, the sounds are absent in the SWF. I import the sounds
directly into the library, so what am I doing wrong? I'm sure I'm missing some
small step, but I always encounter this problem with audio files. HELP PLEASE!

have u checked the publish settings??
u need to have override sound settings and Export device sounds unchecked.
Also check whether ur swf is still playing the sound when u move ur src sound
files from the folder. Can happen that u r calling the external files rather
than ur imported ones.
