I have a Flash banner/header on every page of a website. each time the user
goes to a new page, the banner is reloaded and therefore refreshes. the banner
is an include file. is there a way, without using frames, that the banner's
animation could be continuous rather than starting over with each new page?
the site is done in php.

I have a feeling the answer is no, but any & all help would be greatly
appreciated.

You could use a Shared Object (basically a Flash cookie) to set a flag. Check
for the flag at the beginning of your movie. If its there, then skip to an
appropriate point, else play from the beginning.
