Have you purchased or downloaded Flash? Just open it up and it is quite evident from the tools and
help files that yes, it is indeed a vector program in terms of its drawing tools. Go to File >
Import and you will see the formats you are able to import as well - importing of bitmap images has
been supported for years. I recommend importing uncompressed PNG format and adjusting JPEG
compression in flash.
