Usually it's movieclips with the vertical bars tweened and with alpha and tint effects on them (under the 'Color' --> 'Advanced'
button)
Set alpha levels low, like 25% to 35% max and down to zero at some points in the tween.
You can do it with Actionscript too but there is little to be gained by that.
